In Uruguay the indirect tax on consumption is IVA (Impuesto al Valor Agregado, value added tax), with a standard rate of 22%.
Uruguay has the highest standard rate in South America at 22%. The minimum 10% rate covers basic food, medicines and health services. The country also grants VAT reductions on electronic payments, a measure designed to reduce cash use.
This calculator works both ways: it adds the tax to a price without it and also breaks it out of a final price.

Formula
Add: total = net × (1 + rate ÷ 100)

The other way round, starting from $1,220 tax included, the base is $1,000 again.
Explanation
Paying by card reduces the tax
This is the Uruguayan quirk that surprises people most: the Financial Inclusion Act established a reduction in VAT points on purchases paid by debit card or electronic money. It began as an incentive to cut cash use and has been adjusted over time, so check the current discount before relying on it.
Basic rate and minimum rate
22% is the basic rate. 10% is the minimum rate, covering food, medicines, health services, hotels and transport. The gap between the two is among the widest in the region.
Tourist refund
Foreign tourists receive a refund on restaurant and accommodation services paid with a foreign card, applied automatically at the point of payment. There is no need to claim it afterwards.
Filing with the DGI
Frequency depends on the regime and the size of the taxpayer. Small taxpayers can opt into simplified regimes with reduced formal obligations.
