In Luxembourg the indirect tax on consumption is TVA (taxe sur la valeur ajoutée), with a standard rate of 17%.
Luxembourg has the lowest standard rate in the European Union at 17%, which for years attracted e-commerce before the place-of-supply rules changed. Its 3% super-reduced rate covers food, books, children's clothing and restaurant services without alcohol.
This calculator works both ways: it adds the tax to a price without it and also breaks it out of a final price.
How it works

Formula
Add: total = net × (1 + rate ÷ 100)
Remove: net = total ÷ (1 + rate ÷ 100)
Tax = total − net
Worked example
A product priced €1,000 before tax, at the standard 17 % rate:
TVA amount: €170
Final price: €1,170
The other way round, starting from €1,170 tax included, the base is €1,000 again.
Explanation
The lowest standard rate in the European Union
At 17%, Luxembourg has the lowest standard rate in the EU. During 2023 it dropped temporarily to 16% as an anti-inflation measure, returning to 17% on 1 January 2024. If you are checking an invoice from that year, that is the reason for the mismatch.
Four rates, including an exceptional 3%
The 3% super-reduced rate covers food, books, the press, children's clothing, passenger transport, restaurant service and hairdressing. The 8% rate applies to electricity, gas, cleaning and some repairs. The 14% rate hits wine, advertising and certain fuels.
Why it was an e-commerce capital
Until 2015, digital services were taxed in the seller's country, and many platforms set up in Luxembourg for its low rate. The shift to taxation at destination ended that advantage, though many European headquarters remain.

How do I remove TVA from a final price?
Choose the option to remove the tax and the calculator divides the final price by one plus the rate. Subtracting the percentage from the final price gives the wrong answer.
Why do some Luxembourg invoices show 16%?
Because during 2023 the standard rate was temporarily cut to 16%. It returned to 17% on 1 January 2024.
Are restaurants taxed at 3%?
Yes, meal service is at 3%, but alcoholic drinks served with the meal are taxed at the standard rate.
